Victoria Perrone
President and Founder

Victoria Perrone is a political compliance expert with over a decade of experience at the federal, state, and municipal levels. She specializes in Hybrid PAC (Carey v. FEC) organizations, corporate nonprofits (501(c)4) and multi-entity accounting and cost sharing, 527 non-federal organizations, and candidate committees on the federal and non-federal levels. Victoria also has a holistic approach to compliance combining her shared experience in operations, budgeting and cash flow management, and general management for political entities. 

Victoria most recently served as Treasurer and Operations Director for John Fetterman’s successful run for U.S. Senate where she managed a $80 million, staff of forty, and oversaw the compliance and operations for his candidate committee, joint fundraising committee, and leadership PAC.

Prior to consulting, she came from prestigious law firms including Perkins Coie LLP and Skadden, Arps, Slate, Meagher & Flom LLP and Affiliates where she assisted political, nonprofit, and corporate clients with campaign finance, lobbying, and pay-to-play registrations and reporting. With a strong background in compliance across these fields, she also assisted attorneys and clients with internal PAC audits, tax filings, and coordination prevention.

Victoria previously served as the Pennsylvania Operations Director for Organizing Together 2020 and Hillary Clinton’s 2016 Presidential Campaign. She was also a member of Governor Tom Wolf’s successful campaign in 2014, his Inaugural Committee and later, in his administration.

Victoria is a proud native of Delaware County, Pennsylvania and graduated with a Bachelors degree in Politics from The Catholic University of America in Washington, D.C. She lives in “Delco” with her dog, Nellie. She serves as Treasurer for the children’s theatre nonprofit Next Generation Theatre Foundation and volunteers for Providence Animal Center and the Sandy Rollman Ovarian Cancer Foundation.


Wayd Emma
Operations Director

Wayd Emma spent a majority of his career running a consulting company that helped businesses refine processes, run more efficiently and gain an effective online presence.  After more than 20 years in the Trade Show Industry, he is familiar with working in a fast paced, deadline driven work environment. With a strong background in Operations and IT, he joined the Spruce Street team as Operations Director where he provides support to clients as well as the firm.  Graduating from Ithaca College as a Business Major, he has worked with companies in the political, nonprofit, hospitality, and trade show industries.

In his personal time, Wayd enjoys dancing, learning to master the trapeze, and collecting old maps of Philadelphia!


Anthony SanFilippo
Compliance Manager

Anthony SanFilippo doesn't do anything conventionally.  He studied Civil Engineering at Drexel University. His time spent working in restaurants and retail stores led him on his unexpected path here. During his years running restaurants, Anthony quickly picked up on managerial and business leadership qualities as he kept improving himself in a field he didn’t originally pursue. While working those long nights, and rising to a General Manager role, he undertook further responsibilities that involved taking care of all things financially and procedurally for multiple companies. Through these new responsibilities he found a new love for not only management, but also for the behind-the-scenes accounting and financial responsibilities, where he was able to apply his mathematical background to translate to business success. The next step for him was to mix this new expertise with his life passions, which include politics, and is thrilled to help out candidates and causes that are in line with his own ideologies.

Another one of those passions is baseball as Anthony spends much of his free time researching the history of the sport, diving deep into the analytics as he frequently makes amateur attempts at developing his own statistics. On the seventh day of each week, when he should be resting, he instead plays competitive men's softball for a local tavern.


Sally Short
Senior Compliance Associate

Sally Short joined Spruce Street in early 2023 after spending the prior five years working on local, statewide, and federal campaigns in Vermont, New Jersey, and Pennsylvania. Most recently, she served as the Senate Caucus Director for the Vermont Democratic Party. In 2018, she worked on Rep. Mikie Sherrill's historic red to blue campaign in NJ-11, and then spent the summer of 2019 working in her Congressional office. Sally graduated from the University of Vermont with a degree in Political Science and Gender, Sexuality, and Women's Studies. She also has experience in both retail and the restaurant industry, imparting customer service and people management skills she uses every day in the campaign world.

In her free time, you can find Sally enjoying time with friends or curled up with a good book. Sally lives in Philadelphia with her boyfriend Quinn, and their very adorable, very perfect fur baby, Ajax.


Cathrina Morris
Compliance Associate

Cathrina Morris joins Spruce Street with a wide range of experience stretching from lobbying compliance to collegiate athletics. Most recently, Cathrina has honed her expertise at a premier Government Relations Firm, navigating the intricate world of lobbying compliance with a keen eye for detail and an unyielding resolve. This role not only sharpened her organizational and communication skills but also deepened her understanding of campaign finance.

Meanwhile, Cathrina’s ongoing academic pursuits at Howard University are where she dives into the depths of sociology. She is fueled by a mission to dissect and reconstruct the societal frameworks for a more equitable world. Currently, she is working on her master’s thesis, investigating the relationship between social media usage, political activism and beliefs among young people.

Beyond the spreadsheets and sociological theories, Cathrina’s vibrant energy finds an outlet in athletics. As a former track and field athlete, her disciplined mindset and competitive spirit, which earned her All-American honors in 2023, seamlessly translate into her professional and academic endeavors.


Alex Reish
Compliance Associate

Alex Reish brings over eight years of experience in political outreach, fundraising, and campaign management to his role at Spruce Street Compliance, with experience in municipal, state, and federal elections throughout the Philadelphia area and beyond. Alex recently served as Finance Director for Paul Friel’s successful campaign for Pennsylvania’s State House, a tier-one race which raised $1 million from thousands of individual donors. Unseating Pennsylvania's longest-serving Republican incumbent, this campaign helped to secure the Democratic majority in Harrisburg.

Alex has worked in a wide range of fields, including time spent as a corn detasseler, a chauffeur, a security guard, a consultant at the IMF, and a rewarding tenure as a medical cadaver. Based on his experience with epilepsy and the difficulty of finding effective treatment, in 2016 Alex joined Bernie Sanders’ campaign as a DC field organizer to fight for universal health care. This kickstarted his love of politics, and Alex remains committed to progressive candidates.

Alex holds a Bachelor’s degree in foreign service and a Master’s degree in public policy, both from Georgetown University. He lives in Center City, Philadelphia with his wife Annie, a Michigan native. Alex is always ready for a game of Euchre.


Aaron Cohen
Compliance Assistant

Aaron Cohen is a recent Temple Graduate with a major in Political Science and concentration in Pre-Law. During his time at Temple, Aaron interned at the Philadelphia District Attorney’s Office, and as well as Spruce Street Compliance. He worked in the restaurant industry as a waiter throughout High School and College where he gained customer service skills and developed the ability to multi-task. Aaron grew up in Ocean City, Maryland. In his free time, he loves going to the beach during the summer, playing guitar, golfing, and spending time with friends and family in the city.


Adam Orcutt
Compliance Assistant

Adam Orcutt is a recent University of Maryland, College Park graduate with a major in Public Policy. During his years at UMD, Adam was eager to explore the professional world of DC. He started as an intern at the US Department of Energy, working in the Office of Manufacturing Energy and Supply Chain. He then dove into the world of politics, working for Congressman David Trone in the U.S. House of Representatives. After completing his summer internship, he stayed with David Trone to work on his US Senate Campaign. Now, he translates his skills and experience to propel our mission here at Spruce Street. 

Adam grew up in Howard County, MD and is excited to stay in the DC area. In his free time, he loves to play golf, work out, and watch sports with his friends.



Nellie
Office Support Pup/Office Diva Dog
(she/her)

Nellie is a Jack Russell/Beagle/Rat Terrier mix - yes, she is a handful! Nellie is 6 years old and loves serving as office security and greeting at our union friends at UPS. She enjoys giving kisses to the Spruce Street team, taking naps in the sun, canvassing, and jumping over hurdles for treats. She loves dressing up in politically themed Halloween costumes and campaign swag!
